The Fedeation boundaries are located entirely within the Orion Arm, a minor spiral arm of the Milky Way galaxy. It is also sometimes referred to as the Local Arm or the Orion Spur. The Orion Arm is named for its proximity to the stars in the Orion constellation. The terrachian and the tir’a homeworlds are both within the Orion Arm as is all currently explored space, all colonies and the homeworlds of all known races. In fact, for the most part, Federation Space does not yet extend beyond what is known as the Local Bubble.

So in effect we have not gotten much outside our “neighborhood” of space at this point in history.
