230 years into the future humanity has really not progressed all that much. A combination of events has led to stifling restrictions on technologies and the fear mongering of religious fundamentalists (see The Rise of the Humanist Movement) has kept mankind from really achieving its full potential.
The Doll Rebellion
Artificially intelligent androids, known as “dolls” rebelled against their human overlords. This led to severe restrictions on computer and networking technologies.

The Chimera
The war with the tir’a brought into question the restrictions against the use of artificially enhanced soldiery. Continuing to shy away from the use of cyborgs, androids and other technological enhancements, genetic engineers turned instead to the creation of Chimeras.
The artificially-grown humans were genetically enhanced for strength, speed and durability. Known as “vat-babies”, many of them proved difficult to manage in the field and few have been able to integrate back into post-war society.
